IPA WHO Alliance on WHO OP Module
2 WHO OP (Orientation Program) on adolescent health.
With the help of WHO HQ Geneva and WHO SEAR two training programs were held in India with Indian Academy of Pediatrics (IAP) Adolescent chapter and the Federation of Obstetrics and Gynecology (FOGSI) in 2006-7. A total of 80 master trainers were trained.
The WHO OP module was taken up by the Ministry of Health and a number of modules were created for the National Health program for training the Medical Officers, ANMs and voluntary health workers.
A number of Master trainers of IAP and FOGSI were invited by the Government of India, Ministry of Health, for training the Medical Officers, ANMs and voluntary health workers. The India Model is a good example of partnership between WHO HQ Geneva, WHO Regional Office, The National Pediatric society and the IPA for contributing significantly to the health program of a country and working with the Ministry of health
IPA _WHO collaboration on the WHO OP Module
Report prepared by Paul Bloem < Chandra Mouli from WHO CAH Geneva &
IPA Technical advisor on Adol health Dr Swati Bhave
Proposed collaboration
1. Adolescent Health for Health Care Providers and the Adolescent Job Aid, which is actively under way in 10 'focus' countries, taking India as a model.
2. WHO is supporting Ministries of Health in building the capacity of health workers on adolescent health in the following 10 focus countries: Burkina Faso, Malawi and Tanzania (AFRO), Bangaldesh, India and Sri Lanka (SEARO), Viet Nam (WPRO), Ukraine (EURO), Honduras and Nicaragua and (PAHO. .
Action for IPA
1. IPA will orient the National societies in the other 9 countries where these efforts are under way, using the India model to create similar success stories.
2. IPA can also collaborate with global, regional and national Obstetrics and Gynaecology societies.
Action for WHO
WHO will work with Ministries of Health to invite members of National Pediatric societies to participate in capacity building programmes in these countries (where such societies exist).
What is the status of this activity as per March 15 2010:
In 2008 WHO HQ requested the WHO regional advisers to inform us of any planned OP training in the countries in their regions.
In the last 2 years, most training activities with the OP at the national level have taken place in Asia. Good participation in these training events of pediatricians, identified though the national pediatric associations has been established.
In Africa, in focus countries ToT took place several years ago and WHO offices are not often involved in and aware of details concerning regional/district level training. Therefore we have been less successful to establish connections been the PA and national programmes.
· In Democratic Republic of Congo, a recently added focus country, a national adaptation workshop took place. However, the opportunity for WHO headquarters to facilitate PA involvement in that country was overlooked.
In Latin America, few countries use the OP. In part because the region uses alternative training approaches and secondly, because the OP was not available in Spanish until recently.
· WHO did facilitate a ToT in Guyana a new focus country where unfortunately no national pediatric association exists.
In Europe, at a recent regional meeting on AFHS, they key professional associations present were general practitioners.
In Western Pacific Region several trainings were carried out with the OP in combination with the job aid tool.
1. In Philippines there was a national ToT: The following attended
a. Dr. Moses De Guzman who is an office bearer of SAMPI (Society for Adolescent Medicine Philippines Inc. - under the aegis of Philippines Paediatric Society)
b. Dr. Rose, from SAMPI.
c. In addition a consultant from India was involved as facilitator Dr. Neeta Dhabhai, a gynecologist and an office bearer of the adolescent chapter of FOGSI (Federation of OB-Gyn societies of India – the apex body)
2. Hong Kong, a National ToT for WHO OP and WHO job aid was held
a. participation of 3 pediatricians Dr. Shirley Wong, Dr Dhan Wai Hung and Dr. Winnie Tse
3. Malaysia national ToT was held
a. – Dr. Thiyagar and 2 more pediatricians were trained as master trainers.
Conclusions
In several countries good progress has been made in involving pediatric association and members in the national training of trainers events, particularly in countries in Western Pacific region where capacity building has started over the last two years.
We have not yet got a follow up of the Pediatricians have remained involved in national training programs or how it has empowered the National Pediatric socities to raise awareness or build capacity on ADH among their members. We hope to get the follow up soon Better linkages can still be obtained in other regions, particularly Africa, Latin America and Europe.
